Suspect to be Arraigned Today in Connection with Troy Target Parking Lot Attack and Attempted Abduction

PONTIAC, Mich - On July 11, 2023, Oakland County Prosecutor KAREN D. McDONALD charged 31-year-old Andrew James Hall in connection with an assault that occurred outside the Target located in Troy. Hall is charged with Unlawful Imprisonment, Assault by Strangulation, Felon in Possession of a Firearm, Carrying a Concealed Weapon, Attempted Carjacking, Felonious Assault, Aggravated Assault, and five counts of Felony Firearm.
It is alleged that on the night of July 7, 2023, the defendant forced his way into the victim's vehicle, which was parked in the parking lot outside Target. The defendant allegedly struck the victim's face and then pulled a handgun. The victim was able to escape. The defendant was taken into custody in Detroit yesterday afternoon and is being held on expected Wayne County charges.
"This kind of violent crime affects all of us. It robs us of our sense of safety and security," stated Oakland County Prosecutor Karen McDonald. "We will prosecute this individual to the fullest extent of the law and achieve justice for this victim, and our entire community."
Unlawful imprisonment is a felony punishable by up to 15 years imprisonment and/or a fine of up to $20,000. Assault by Strangulation is a felony punishable by up to 10 years imprisonment and/or up to a $5,000 fine. Felon in Possession of a Firearm is a felony punishable by 5 years imprisonment and/or a fine up to $5,000. Carrying a Concealed Weapon is a felony punishable by up to 5 years imprisonment and/or a fine up to $2,500. Attempted Carjacking is a felony punishable by 5 years imprisonment. Felonious Assault is a felony punishable by up to 4 years imprisonment and/or $2,000 fine. Aggravated Assault is a misdemeanor punishable by 1 year imprisonment and/or $1,000 fine. Felony Firearm carries a sentence of 2 years mandatory imprisonment.
The defendant will be arraigned at 1:30 pm this afternoon in-person in the 52/4 District Court on these charges.
Charges are accusations and individuals are presumed innocent until and unless proven guilty.
