PONTIAC, Mich. - On Wednesday, November 27, 2024, Oakland County Prosecutor KAREN D. McDONALD charged Quincy Lamar Bland, a 43-year-old resident of Waterford, with seven felonies, including two counts of Engaging in a Human Trafficking Enterprise Resulting in Injury/Commercial Sexual Activity. The other felonies included two counts of Transporting a Person for Purposes of Prostitution, two counts of Accepting Earnings from Prostitution, and one count of Delivery or Manufacture of less than 50 grams of a controlled substance. He was also charged with two misdemeanor counts of Assault or Assault and Battery.

On November 25, 2024, the Waterford Police Department identified a possible human trafficking victim. Upon interviewing the victim, information was provided to police that she and another woman were being trafficked by Defendant Quincy Bland out of a variety of hotels and motels in Waterford and other jurisdictions. It is alleged that the Defendant controlled the victims through violence, threats of violence, and by providing them with crack, as well as using the crack to keep them awake and working, sometimes for multiple days at a time. Based on the information provided by the victim, police obtained a search warrant for his home. The Defendant was arrested by Waterford Police on November 26, 2024. A bag of drugs containing what is believed to be meth, crack, and heroin was found on his person. A search of the Defendant’s home was conducted and a large amount of cash, multiple cell phones, and two scales were found in the master bedroom. Defendant Bland remains in custody at the Oakland County Jail.

This is the second major human trafficking case charged in Oakland County following a statewide Human Trafficking Training for law enforcement sponsored by the Oakland County Prosecutor’s Office. In the second case, charged on November 22, 2024, Defendant Prenentice Mack Orr was charged with three felony charges after a victim alerted authorities that she was being trafficked by the Defendant out of Southfield. Charges against Defendant Orr include Torture, Prostitution/Transporting Person, and Human Trafficking-Forced Labor. There are multiple other human trafficking related cases currently under investigation as well.

“Human traffickers operate in the shadows, exploiting vulnerable victims, and controlling them through multiple means, including making and keeping them dependent on drugs, and on violence and threats of violence. The cases we are seeing now are only the tip of the iceberg – human trafficking is a massive problem that requires a massive response,” stated Oakland County Prosecutor Karen McDonald. “I commend the agencies that took advantage of the recent training, and especially the work of the law enforcement agencies in these recent cases, along with my office’s Trafficking Unit. There is so much work to be done, and my office will continue to work with police to prevent and fight human trafficking throughout Michigan.”

Defendant Bland was arraigned on November 27, 2024, in the 51st District Court before Judge Richard Kuhn. The Court set bond at $100,000. A Probable Cause Conference is set for December 10, 2024, at 2:30 pm before Judge Richard Kuhn in the 51st District Court.

Prostitution/Transporting Person is a felony punishable by up to 20 years imprisonment and or a fine up to $20,000. Controlled Substance – Delivery/Manufacture less than 50 grams is a felony punishable by up to 20 years imprisonment and/or a fine up to $25,000. Prostitution/Accepting Earnings is a felony punishable by up to 20 years imprisonment. Human Trafficking Enterprise Resulting in Injury/Commercial Sexual Activity is a felony punishable by up to 15 years imprisonment and/or a fine up to $15,000. Assault or Assault and Battery is a misdemeanor punishable by up to 93 days in jail and/or a fine up to $500.

Charges are accusations and individuals are presumed innocent until and unless proven guilty.
