PONTIAC, Mich. - Oakland County Prosecutor KAREN D. McDONALD charged Paul Richard Katterman II, a 57-year-old resident of Livonia with Human Trafficking Enterprise Resulting Commercial Sexual Activity, Human Trafficking Enterprise, Keeping House of Prostitution, Conducting a Criminal Enterprise, and Taxes - Failure to File.

The defendant is alleged to have participated in the operation of human trafficking enterprises with his wife Zixuan Wan, through a series of illicit massage parlors where trafficked women were allegedly made to live and work long hours for little to no pay. Wan was previously charged by the Oakland County Prosecutor's Office in March. The charges against Wan have been amended to include Conducting a Criminal Enterprise, Money Laundering - 2nd Degree, and Taxes - Failure to File.

"Trafficking has become a sophisticated criminal enterprise that generates huge cash profits for the criminals who run them. We must use every available tool and resource to free victims, prosecute traffickers, and seize their ill-gotten money," said Prosecutor McDonald. "The Farmington Hills Police, in cooperation with the HUman Trafficking Task Force and the Prosecutor's Office, has continued to work this investigation and gather the evidence that allowed us to bring these additional charges. We will not stop."

Katterman was arrested by Farmington Hills Police on the afternoon of Tuesday, April 22.

"I am pleased that the continued and ongoing investigative efforts related to the Human Trafficking arrest of Zixuan Wan has resulted in additional charges brought against her and new charges resulting in the arrest of her husband, Paul Rochard Katterman," said Farmington Hills Police Chief John Piggott. "These crimes are some of the most complicated incidents to investigate and charge, however, through the dedication and thoroughness of our detectives we believe that our investigation will provide some closure for the survivors and an opportunity for them to be heard by the criminal justice system."

Human Trafficking Enterprise Resulting Commercial Sexual Activity is punishable by up to 15 years in prison and/or a $15,000 fine. Human Trafficking Enterprise is punishable by up to 10 years in prison and/or a $10,000 fine. For the above charges, a consecutive sentence may be ordered for the commission of any other crime, including another violation of law arising out of the same transaction.

Keeping House of Prostitution is punishable by up to five years in prison and/or a $5,000 fine. Criminal Enterprises - Conducting is punishable by up to 20 years in prison and/or a $100,000 fine. Money Laundering - 2nd Degree is punishable by up to 10 years in prison and/or a $100,000 fine. Taxes - Failure to File/False Return is punishable by up to five years in prison and/or a $5,000 fine.

Charges are accusations and individuals are presumed innocent until and unless proven guilty.
