The Oakland County Community Transit Plan (CTP) was developed to serve as a framework for expanding and improving public transportation services in Oakland County. On April 30, 2026, CTP was officially presented to and accepted by the Transit Ad Hoc Committee. The CTP now guides the future actions and provides a framework for Oakland Transit to utilize as the division continues to expand and improve public transportation services in Oakland County.
Oakland Transit’s goal when creating the CTP was to provide effective strategies and recommendations for future growth and service improvements to implement across Oakland County’s Community Service Area. By assessing the current conditions of the county’s transit services and exploring industry best practices, the CTP details the standard of transit service that Oakland Transit will work towards over the next several years.
All five transit providers contracted by Oakland Transit operate in the CTP Study Area. These providers include the North Oakland Transportation Authority (NOTA), OPC Social & Activity Center (OPC), People’s Express, SMART and Western Oakland Transportation Authority (WOTA). SMART is in the process of implementing the “SMARTer Mobility Plan”, which alongside the CTP will set a countywide agenda for public transit.
The final version of the Community Transit Plan is available to review, as well as a narrated, video presentation of the plan.
